                          Roaming Data for Mobile Phones



    Going abroad , out of your country in Europe (Out for necessity, study, work, tourism)?


Do you need Internet while travelling? Mails must follow you? More simply , do you want to use your loved mobile for the Third Millennium Services?

In your country, perhaps you can use the package ( "Flat") data for surfing Internet FROM MOBILE PHONE (.. TRUE INTERNET , NOT THAT  of WAP Mobile ...), with more or less economic performance satisfactory; more or less safe (.. Flat may end without controls SAFELY; WITHOUT UNDERSTANDING   and with heavy economic damage for additional Mbytes beyond the Flat ...).

Obviously, if you ever fall into a category that could decide THEY that you use your own mobile HOW IT SEEMS TO YOU OR YOUR COMPANY.

       If you move to another country of Europe, almost always NO.

                  If you are the category Business , A FEW OF PHONE OPERATOR can give you a  “Flat” (... skinny ...) Internet Data Tarif , paying an ADDITIONAL substantial bonus ( but in your country  continuing to pay  your Data Package .. or consuming the validity period of the package ...).

       If you are a person , in some cases you can have a very small package, expensive and often at the risk of emptying your wallet.

         OR, YOU CAN PAY DATA ROAMING ON INTERNET TRAFFIC IN CONSUMPTION ; single,individual Kbytes / Mbytes WITH HUGE COSTS EVEN FOR VERY NORMAL VOLUMES OF DATA .

And this takes place in various European Countries.
Witch have Mobile Companies providing Internet Data Mobile packages (“Flat”) .

DOES NOT IT  SEEM  THAT THERE IS  SOMETHING WRONG -  THAT ARE THINGS NOT?

OPEN LETTER TO COMPETITION AND  TELECOMMUNICATIONS COMMISSIONS OF  
                                              THE EUROPEAN UNION

SUBJECT OF THIS LETTER: ROAMING EUROPEAN DATA (MOBILE AND NOTEBOOKS) IN MOBILE PHONES' NETWORKS. IMPOSSIBLE – IMPRACTICABLE (ECONOMIC)  ACCESS IN MOBILITY OF EUROPEAN CITIZENS.

                                                                                               Dear leaders of the two commissions ,
I write both because I have read that we think, in the European Commission for Reform of Telecommunications, about a decision for a Telecommunications Authority.
During this situation on the move, I want to signal You  a distortion of the European Data Roaming  market (mobile phone and notebooks) in the mobile telephony' networks.


Background and observed facts

The treaty for the European Union is proposing to facilitate the movement of people and services (so-called European Communication and Transports “ Motorways“).
Using technologies with Internet communications (including mobile telephony), is therefore one of  necessary tools for the worker, the student, the tourist to complete and improve its mobility .

In the States, competition and investment in new technologies HDSPA (which have multiplied to one-two orders of magnitude transmission capacities) have improved the supply of FLAT DATA packages .
To is  monthly Time (hours) or in Volume data (Megabytes) with quantity , as predetermined maximum price , to use of data over the cellular network.
The play rules are in more or less clearty ; and / or restrictions in the use of data ; or the prohibition of some Internet service (for example: Forbidden use of Mobile IP VOICE).

The problems of National Mobile Internet are mainly:







In the case of Mobile Data Roaming, the situation worsens, because in almost all cases , examined in attached Spreadsheet , the costs , paid for 1 Mbyte,  are equivalent to DOZENS TIMES MORE  UP FOR THE COST OF 1 Mbytes THAN ANY  FLAT RATE FROM ORIGIN COUNTRY  (own State but also one of the other states in the spreadsheet).

                     Is there some kind of "subscription" package of data roaming, but also distorted here:





  
                  Now, if  50% of the Gross Domestic Product (GDP) comes from the European IT and Communications market ,  a network communications  CO.MO. ceases to be ONLY a private enterprise and nearly monopoly : becomes (not my words) "... Enabler of economic growth. "

Same question about  selection and blocking use of some data by the CO.MO. ( From a recent statement by the Chairman of a major European CO.MO. "... WE decide what that circulates in our network and not Apple with its Iphone ...").

Instead, a standard mobile Data Roaming tarif  given to any European user's  request , for an average cost of the various CO.MO. bids .

Still , Data Roaming must to be " service-agnostic “: We decide Me  or My Company which is the best use FOR WE (and not for THEM).

This, because the historical experience teaches that the economic , alternative use (not originally planned) of goods and technologies has often created new services, products, Added Value for Companies, Individuals and Society.

It's my personal impression that the Data Roaming in Europe is undergoing a Monopoly or Oligopoly ( "Cartel") ; at best, that there is a total disregard for this problem.

In Italy, until 2006, there was still a CO.MO. (on present 4) , which guaranteed free Italian tarif (“Flat”) consumption, with smooth premium in relation to  .
So , we can use monthly data packet ( flat) , without obligation to subscriptions or long contracts.

By heart  and so to be evaluated carefully:  a 10/12 cent per Mbyte in Roaming (let's estimate that  old data flat, then, was much smallier and expensive than that offered in 2007 by that and  other three Italian CO.MO.).

NOW IN 2007, THERE IS NOT ANY ITALIAN COMPANY OFFERING a Flat Data Roaming ,at  comparable costs to those national (or its other European States).

About (double) spreadsheet attached to this letter (in Italian and French ) .

In December 2007, data were collected (NOT COMPLETE) ABOUT  PART OF 4 European States CO.MO (for language reasons)

This spreadsheet will show, IN WAY ONLY SIGNIFICANT EVEN IF COMPARABLE

Ther'is  need for adjustment of the European market:

- Or by the side of Autorithy Communications - regulatory ex post (later), if roaming already was been declared so
- Or by the side of European Competition Autorithy.
 
Probably , to act integrated, joint both is a necessary consequence of technically complex situation
( Data Roaming in presence of CO.MO which are in several  Europe states or only in their own
state ) .
Moreover , ther'is  Data Roaming lack or non competitive offering to an  Universal Access Data with mobile telephony.

SOLUTIONS

From the market distortion ,ther'is a possible orientation for an Universal Access Data Service by European mobile telephony (acronym SEADU, the same in Italian, French and English).







Others flat packages with less Megabytes, obtained by the flat maximum , with compensation;




A) Card "scratch" - with erasable Strip, as for recharges; unused amounts not going to expire and upright FOR FUTURE USE ;
B) a fraction of Flat, as estimated quantity and cost , NO MORE REPEATABLE IN MONTH, as an additional emergency option, activated in different ways (Internet, call center, etc.);



Each doubling ,  approximately twice as data   or twice OF CUSTOMERS   or twice gain.


In this way, efforts are made to reduce abnormal erroneous billing of CO.MO. ; fatal human errors in the mobile use and the like.

CONSUMPTION  SECURE, ACCURATE AND CLEAR = + CERTAIN COSTS ; + NATIONAL CUSTOMER SATISFACTION.

Of course .... Roaming  data on their own national SIM would be ideal, simple and convenient.
But I don't know not enough technical European Legislation to recommend it.

No remotely suspecte we want to create block markets, disrupt a CO.MO and not look at other ; and so on.

No. Only Competition, which HERE THER'IS NOT  .
If there isn't other possibility, with the SIM Card   of Another State's CO.MO. .

          Against the objection that this is business' roaming , for 'Elites, just sold and therefore at high price, I would like to stress that Italy would have 26,000,000 SIM using UMTS Internet.

Easy to think of how many of these SIM can consumpte more Data Roaming to work, study, tourism.
If then we multiply only for the original 16 states ....      No one understands why the Mbytes can be sold at comparative prices, which, IN AN EFFECTIVE USE OF few hundred Mbytes ROAMING- WITHOUT SPECIAL REDUCTION OF NATIONAL ROAMING - REQUIRES OPENING A BANK LOAN.
Or maybe allows the purchase of a small car .....


Ms. Kroes, Madam Rending I not continue beyond , because You and your staff are overburdened  in working.

Because by 2007 the Roaming Data market  was under observation, I hope that my "observations" too can be helpful.
